Barney McNeilly is one of Canada's foremost experts in managing hostage-taking and barricaded persons incidents. His distinguished 35-year policing career started in Northern Ireland and culminated with the elite Toronto Police Emergency Task Force (ETF), where he held senior positions as both incident commander, and as one of two chief hostage negotiators. Recognized as the Chief Crisis Negotiator by the Toronto Police Service, Barney has successfully concluded over 200 hostage or barricaded persons situations.
A renowned lecturer at the Canadian Police College for over fifteen years, Barney has also taught internationally in South America, the Caribbean, United Arab Emirates, and Turkey, and has participated in critical incident programs with Scotland Yard and the FBI Academy in Quantico, Virginia. In addition, he has been called upon to conduct independent investigative reviews of incidents in British Columbia, Bermuda and Ireland. Barney has qualified as an expert witness at all levels of court in the area of crisis negotiation, hostage-taking, and barricaded persons.
